When jigging with lures for cutlass fish, one of these barbless quad hooks is attached to the top of the lure (rather than the bottom), either to a split ring or snap swivel. Cutlass fish have sharp teeth which can easily cut through lines, so the swivels help avoid that situation. The quad hooks can also help to improve catch rates when fish aren't hitting the lures so hard, even a light hit should hook the fish.
